The Garcia Moreno Prison
According to the CIA's records from 1989, the Garcia Moreno
Prison "which was built in 1875 to house 300 [inmates] and subsequently remodeled
to hold 640, held 1,800 prisoners who were forced to share twenty toilets. .
. ." Notoriously underpaid, guards reportedly beat prisoners for disciplinary
reasons and could be easily "bribed by prisoners who wanted to avoid punishment,
receive improved living conditions, secure visits, and obtain drugs."
